Booby trap it with something that sprays this out of the box.

Put a 0.25-0.5 sec delay, so it doesn't spray the lid of the box.

It's an oily fluid. Concentrated raccoon urine.

I promise he'll never forget this experience. Ever.

It's persistent like skunk spray. But it smells like piss. And shit.
Unmistakably.

After you open the jar, you'll need to Triple bag the bottle, or throw it away in a dumpster.
Wear disposable gloves when handling

It's an oil, so you don't notice it as wet (if contaminated), due to a lack of evaporation (and lower specific heat).

Dab some under a vehicle door handle, and the driver will thoroughly contaminate the vehicle interior.

Or put it on the bottom exterior of a tool bag (in the tool box).
He'll probably grabs the entire bag, and toss it in his getaway vehicle.
The vehicle will reek for weeks.

You could add a quickly evaporating solvent.

If the malodorous chemicals are produced by living bacteria then the solvent may kill them, but it probably won't degrade the chemicals themselves.

Infact, it would probably break up the oils surface tension, which may add to fluid penetration.

I bet this would really enhance this functionality. Add maybe 5-10% solvent by volume. Maybe less.

You may want to find an abandoned facility for any development work on this project, unless you're comfortable summoning a hoard of curious raccoons.
Also, cause wind.

Why are there so many people wanting to lure raccoons that there are actually multiple products for them?

Same reason there are so many fishing lures.

Although, fish rarely break into your garage, or throw your trash all over your yard.
So, maybe people want to kill them more.

Lure and kill as opposed to repel and dissuade? I've had raccoons, but they mainly just cruise through and maybe knock over a plant. An airsoft BB can be pretty discouraging.

In the south, coon hunting (no jokes please) is still very popular.
