well tasers are meant to incapacitate, a hostile could them further harm an incapacitated person.

Didn't realize he kicked the guy after he was already incapacitated. I thought he was trying to fire the taser at the cop -- if he succeeded wouldn't that put the cop in mortal danger? If that's not what happened and he was just running away, it seems like a different situation. But if he was trying to tase the cop what else was he supposed to do to avoid getting killed in the line of duty?
