Most corrupt and unaccountable? I'm sure one could find a worse organisation somewhere. It probably wouldn't have as much funding though, unless there is some kind of massive illuminati-esque conspiracy organisation secretly ruling the world or something like that; that would probably have more funding, and probably be less accountable too.

In other words, $21 trillion is the total value of adjustments made to the Pentagon’s financial records over those years that could not be traced.

That is not the same thing as $21 trillion in spending.

He never claims it is $21 trillion in spending. The tweet states: 'There are $21 trillion of unaccounted-for adjustments on the books', which is what the fact check by the New York Times states.
