Does it? First Strike implies last strike to me. What's going to be left once we all start nuking each other?

You clearly are not up to date on current events. Russia can nuke the West BEFORE said Western nations can launch a counter-strike, even if just on the territories most adjacent to international air/space/waters. Then within 5 minutes finishing off the West with hypersonics, which we do NOT have. They do. The West is literally still alive thanks to Russian generosity. Push them too hard... SHTF for us, and also for them, although a hell of a lot less.

In other words, Russia, with the vastness of its territory, and its technological superiority in this one area, may very very well survive a nuclear war, and Putin knows this. Sure, they'll be impacted too, it would be foolish to believe they wouldn't be, but the combination of the most advanced anti-missible system and hypersonics is a fantastic advantage in the case of a nuclear war.

I think you give them too much credit. Remember, when the Soviet Union ended, they couldn't account for a slew of tactical nukes. And look what's happening in Ukraine. They are getting housed. The US has the upper hand and no one knows where all the Ohio class nuke subs are but us.
