There exists a means to prevent such things, but people do not want it because they are selfish and indulgent and do not want their morals reined in. So those people can stay. Most of them have already fled the cities to create more self sufficient and fulfilling life styles. Don't need to kill every one.

In order to detect a parasite you need a foundation of expectation. That is why people fight to remove God from government and school and import heathens instead of people who could have could morals.
