he's had 4 yrs to do this.

This is true, however if it's true better late than never. Maybe he realizes he's not getting a second term, and wants to leave some anti-war people behind. Or maybe it's just more politics and empty talk.

My theory is that he couldn't do it before and still have a shot at reelection (beholden to the war machine) and now that he's only getting one term he's rushing to leave behind a positive legacy.

And I predict his last act as President will be to pardon himself.
