I'd encourage people to watch Mulvaney's actual statement. Sorry for the partisan source, but it's the first concise one I could find: the first 3:00 of this video

The actual statement is very disconnected from what CNN and other media is saying I'd say. Mulvaney seemed to be referring to general corruption investigation, nothing to do with Biden, and not a quid-pro-quo. Why twist his words?
